9th Chandigarh Science Congress (CHASCON-2015) started today at Panjab University (PU), Chandigarh.

The most Prestigious Science event of Chandigarh, CHASCON is being organised on the topic of ‘Marching Ahead through Science & Technology Development’ by PU in collaboration with the Chandigarh Region Innovation and Knowledge Cluster (CRICK) institutions from February 25 to 27 at PU.

Internationally acclaimed Scientist and former Director of Indian Institute of Sciences (IISC), Bengaluru Prof Padmanabhan Balram inaugurated the three day CHASCON with a highly knowledgeable and motivating lecture.

Padma Bhushan Prof Balram spoke on the topic of “Chemistry at the Fringes of Biology”. In his lecture, Prof Balram referred the Darwin, Mendeleev, Louis Pasteur, Faraday, Benezen and their distinguished contribution in the field of science. He said that the students should be guarded while referring to the cited research and papers as the number of publications was quite huge. He said that if the published papers were put one over other, it would make the paper mountain of 6,000 meter height.

Prof Balram’s talk energised everyone in the audience.  He emphasized on the necessity for Basic science in the present world. He discussed basic molecules of life, what he called as ‘bio-molecules’ and also exemplified how these work in dexterity to give different phenomena that exist around us. He strongly advised the youngsters to read the basic papers of the  field one is in and also keep one’ s eyes open and venture into other fields.  He also reiterated on the need for the newer initiatives in academics by exemplifying on the Chemical ecology as well as systems biology multidisciplinary fields.  “For making this country a force to reckon with, the slogan for indianisation goes back to knowing the basic of the science, may it be chemistry , Physics, Biology material science etc.”, he added.

In other important reference to the ‘Make in India’ program, Prof Balram said that rare elements like Lithium, which are used for cutting edge technology, are not present in India, so the government should enter into long term agreements with other countries where these rare elements are present in abundance.   

During the inauguration Director, PEC, Prof Manoj Kumar Arora shared his views and emphasized the need for taking science to the grass root level.

PU Vice Chancellor, Prof Arun Kumar Grover welcomed all the guests and shared how this event has been shaping up through joint collaboration with CRICK institution to make this tri-city a research hub of the country.

Delhi University is helping the visually-challenged students with 'mobility and accessibility' kits, that includes smart canes and DAISY players. This would help the students to move around smoothly on campus.

"DU has joined hands with the Ministry of Social Justice and Empowerment to provide mobility and accessibility kits to the varsity's visually-challenged students enrolled," said Anil Aneja, Officer on Special Duty at DU's Equal Opportunity Cell (EOC).

"The kit will consist of smart canes and DAISY players. While the smart canes will help the students to have hassle-free mobility on campus, the DAISY players will make their studies easier," he said.

The services of the National Institute for the Visually Handicapped (NIVH), Dehradun, were roped in by the authorities of Delhi University.

"While funds for the initiative have been provided by the ministry, the contents of the kit have been developed by NIVH. There is also a plan to include special tablets designed for the visually-challenged in the kits, but that will be worked out in the second phase," Aneja said.

Each kit costs around Rs 11,000.

While the canes carries the ability to give vibration warnings to the students whenever there is any obstruction within a certain range, the DAISY player, which is a book-reading machine, will be able to help them in comfortably going through texts.

"Though the distribution of these kits will begin by the end of this month, from the coming session, we plan that the kits are handed over to the students during the freshers' orientation programme," added Aneja.

The students will not be bound to return the kits to the varsity when they pass out, he said.

DU had earlier also installed a special technology which can scan books and transcribe text to speech in all its libraries, a move which the varsity claims is a first-of-its- kind initiative for visually-challenged students by an Indian university.

The technology installed last year is known as 'Inclusive Print Access Project' and is a combination of softwares which have been imported from abroad to suit the needs of the visually-challenged students.

The DU Equal Opportunity Cell was established in 2006 to address the needs and issues related to physically-challenged, SC/ST, OBC and minority students.

DU allows for a 5 per cent relaxation in eligibility criteria with respect to differently-abled students.

A Braille library and an Audio Book Resource Centre are among the facilities introduced by the university for its differently-abled students.

Panjab University (PU), Chandigarh students have won the national competitions in One-act play, Poster Making and On-the-spot Painting. PU teams clinched the first positions in these events during the All India National Youth Festival at Indore, while PU Mime & Quiz teams were second. PU Elocution team came third and PU won the fourth position in Clasical Dance.

The National Youth Festival was organized under the aegis of Association of Indian Universities (AIU) and sponsored by Ministry of Youth Affairs and Sports, Government of India.

PU Vice Chancellor Prof Arun Kumar Grover has congratulated the winners, students and the youth welfare department for the grand achievement. Director Youth Welfare, Dr. Nirmal Jaura informed that the winners would be decorated by PU Roll of Honour at the annual function of the Youth Welfare Department.

PU team of One Act Play consisted of Mr Abhishek Gautam, Ms Gurleen Kaur, Mr Rama Ahuja, Mr Sylvester Stephen, Mr Sukhpreet Singh, Mr Yogesh, Mr Vishal Verma, Mr Ishant Gandhi and Ms Divyangna Sharma, all from DAV College, Sector 10, Chandigarh.

Mr Deepak Singh from Govt College of Arts, Sector 10, Chandigarh won the first position in Poster Making. Mr Nakshdeep Singh from Govt College of Arts, Sector 10, Chandigarh won the first position in ‘On the Spot Painting’.

PU Quiz team consisting of Mr Shantanu Sharma, Mr Ayush Awasthi and Mr Raghav Jain from PU Campus, won the second position. The Group Mime were represented by Ms Sunidhi, Ms Yogeshwari Priya, Ms Renuka, Ms Sushma, Ms Aarti Yadhav and Ms Gunisha Vishnani from Government College for Girls, Sector 11, Chandigarh, who won second position.

Ms Arshdeep Kaur from Khalsa College for Women, Ludhiana got third position at the national level in the Elocution.

It may be recalled that Ms Arshdeep Kaur had won National Elocution the previous National Youth Festival. PU One Act Play team had also won the previous National Youth Festival.

Ms Aishwarya from Government College for Girls, Ludhiana got fourth position in Classical Dance (Kathak).

National Symposium on “Weather and Climate Extremes” concluded at Panjab University (PU), Chandigarh today. The four day Symposium was organized by the Indian Meteorological Society in collaboration with PU.

More than 400 eminent scholars, operational meteorologists, researchers, planners, hydrologists, agriculturists, disaster managers, instrumentation scientists and technology developers from various states of India and other countries presented their research findings in the prestigious Symposium. They deliberated upon topics and issues like climate change, forecasting weather extremes, sectoral impacts of climate change and climate extremes and vulnerability and risk assessment. Over 108 research papers were presented, 9 plenary talks, 54 invited talks, 87 poster presentations and several industry presentations were conducted.

Speaking at the plenary session CRIDA, Hyderabad, Prof. VUM Rao urged for establishing initiatives for Climate Resilient Agriculture in India with agro meteorological forecasting at micro (block) level. He highlighted the emerging vagaries of climate change and the various initiatives by concerned agencies in this direction like National Initiatives on Climate Resilient Agriculture (NICRA). He referred to the success stories of the Krishi Vigyan Kendras (KVKs) established in the selected districts, and various other mechanisms being developed under NICRA, like Climate Resilient Livestock Research Centre and Environment Controlled House for Poultry. These efforts shall go a long way in providing security against climatic vicissitudes to the farmer and agriculturalist.

Senior Professor Head, Department of Pulmonary Medicine, Post Graduate Institute of Medical Education and Research (PGIMER), Dr D Behera effectively established the effect of climate change and particularly temperature variability on human health with specific reference to respiratory diseases. Cardio pulmonary diseases are affected by extreme conditions of heat and cold and aeroallergens rise with increasing level of carbon dioxide in the air, pollen, fungi, mold and many more. Asthma and allergy increase in these situations resulting in work loss and school absenteeism. He stressed the need for medical and meteorological scientists to work together to solve such problems.

Director, Snow & Avalanche Study Establishment (SASE), Chandigarh, Dr A Ganju spoke on the hazards in Western Himalayas which are increasing due to rising temperatures. He underlined various hazards like avalanches, crevasses, landslides, GLOF in Western Himalayas. He emphasized that the behaviour of the glaciers, in various parts of the Western Himalaya is different, so, there is a need to configure models for different altitude levels for avalanche forecasting. He added that Avalanche Forecasting on seasonal basis as required the troops of the Indian Army deployed in these areas is already in progress.    

The experts and researchers were from institutes like PU, Department of Geography; SASE, Chandigarh; IIT Delhi; Bhakra Beas Management Board (BBMB); Indian Institute of Tropical Meteorology (IITM), Pune; Punjab Agricultural University (PAU), Ludhiana; ICAR-Central Research Institute for Dryland Agriculture (CRIDA), Hyderabad; National Remote Sensing Centre (NRSC), Hyderabad; National Oceanic Atmospheric Administration (NOAA); National Aeronautics and Space Administration (NASA), USA; National Centre for Environment Prediction, UK; George Mason University, USA and SRM University, Tamil Nadu.

The discussants at the panel discussion dwelled on disasters related to climate. The points that were raised included timely prediction of extreme events like flash flood, avalanche, cloud burst and heat and cold waves. The need to devise means of combating weather and climate extremes, improvement in forecasting methodologies and laying more stress on climate modelling was emphasized by the speakers. They stressed the need to improve co-operation and synergy among industry, government and academia and the exchange of information and technologies for better results. The need to learn from the experience of other countries was stressed. They also emphasized use of local variables to predict regional trends; the effect of global and regional trends on local climate was also highlighted. We have to find ways to disseminate knowledge and technology among users like common man, agriculturists and aviation industry. As weather and climate conditions affect day to day life and our entire food supply is dependent on optimum climate.

As an outcome of the 4 days of discussions and presentations in the symposium, the following points emerged:

It is vital that a Department of Earth Sciences is set up in each University for teaching and research; PU must lead the way with Department of Geography as the nodal center. The purpose of such an effort shall be to bring the educationists and end users together. The students are expected to find employment opportunities with several Government organizations including India Meteorological Department (IMD), Department of Science and Technology (DST), Ministry of Earth Sciences (MoES), Ministry of Environment and Forests (MoEF),
The climate change studies needs to be more interdisciplinary in nature, incorporating the views of geographers, sociologists, economists, anthropologists, chemists and other stakeholders.  The effort to initiate a Department of Earth Sciences at PU with Department of Geography as nodal center, shall be a step in this direction.
Climate change and health is an important area of research and the health care provider, the academician and the meteorologist need to interact. Ministry of Earth Sciences (MoES) must take cognizance of this.

Panjab University (PU), Chandigarh has announced DST-INSPIRE internship program for 11th class school students from March 23 to 27. A group of 300 students will participate in the fully sponsored 1st DST INSPIRE Internship Camp at University Auditorium at the PU Campus.
The Department of Science and Technology (DST), Government of India has initiated various schemes under INSPIRE (Innovation in Science Pursuit for Inspired Research) program to attract and retain large number of students in basic science and to promote research and innovation in engineering and medicine.
PU Spokesman informed that the Principals from tri-city government and private schools have been requested to recommend ten best students from their respective school (top ten scorers based on their class X examination marks). The students can also check the details of the program and download the registration form from PU website (www.puchd.ac.in). The forms and names are to be forwarded through their Principals to Program Co-ordinator Dr. Anurag Kuhad at University Institute of Pharmaceutical Sciences (UIPS) on or before February 28, 2015.
List of selected candidates would be displayed on March 5 and final Program would be announced on March 15, 2015, informed Program Co-ordinator Dr. Anurag Kuhad.

There will be two interactive lectures/sessions daily in the morning session and afternoon sessions, which will be devoted to practical demonstrations and hands-on experimentations. All the participating students will be provided travel expenses, meals and study materials for all five days of the camp. There is no registration fee.
Science Exhibition on the topic of ‘Innovative Scientific Ideas’ would be conducted. The Principals have also been invited to send their applications for displaying innovative scientific ideas during the Inspire camp as an exhibition of their scientific competency. Out of all exhibited ideas, three best innovative scientific ideas will be awarded with 1st Prize of Rs. 10,000, 2nd Prize with Rs. 5000 and 3rd Prize with Rs 3000.
Thought Provoking Lectures, Igniting young minds about science profession, Open discussion with renowned scientists, Hands-on experimentation, Mathematics Olympiad and Science Exhibition would be the highlights of the program.
Nobel Laureates, International Scientists, Bhatnagar Awardees, Academy Fellows and Eminent Scientists from National as well as International Institutes like NASA, NIH, ISRO, IISc, IITs, IISERs, NIPERs, CSIR, ICMR, DST, DBT, central/state universities, research centers, TIFR, BARC, NCL, JNCASR, NBRC, NCBS etc. in the science streams (Physics, Chemistry, Mathematics, Life Sciences and Earth Sciences) would be invited to motivate young generation with their scientific experiences. They would provide thought provoking lectures, open discussions and demonstrations, encourage group activities, facilitated self-learning, close interactions, and motivation towards independent thoughts and inquiry-based questions.

Noted Fiscal Economist and Member Board of Directors, Reserve Bank of India, Prof. Indira Rajaraman today said that global average of Goods and Services Tax (GST) rate is 16.4 percent but in India, indirect taxes are as high as 28.2 to 30.8 percent. The GST would help in decreasing the tax burden on the consumers, she added.

Prof. Indira Rajaraman was delivering the prestigious Panjab University (PU) Colloquium on the topic of ‘Goods and Services Tax: What and How?’ at the SS Bhatnagar Auditorium, PU (UICET) here today. The colloquium was organised in the collaboration with Department of Economics, PU. PU Vice Chancellor Prof Arun Kumar Grover presided over the colloquium.

Member of the Thirteenth Finance Commission, Prof Indira Rajaraman advocated the GST and described it as important tax reform that would place the country on a higher growth trajectory. She said that GST would replace Excise Levy and Service Tax at the Centre and VAT on Goods & Sales Tax (CST) of the states, which all have cascading effects. She said that the GST would require constitutional amendment.

Obliquely referring to some opposition to the GST, Prof Rajaraman said that every structural reform draws a battle line between immediate winners and losers but eventually all must win. She said that industrial producing states for locational or historical regions stand to loose two percent CST on inter-state sales and some other states like Punjab, Haryana and Maharashtra would loose the purchase taxes levied on food grains, oil etc. However, the compensation for revenue loss has been included in the constitutional amendment bill 2014, as a transitory arrangement.

Referring to various developments on GST, Prof Rajaraman said that the GST constitution amendment bill was introduced in the Lok Sabha in 2010, which lapsed and had to be replaced. The constitution Amendment 122 was introduced on December 19, 2014. The amendment creates a GST Council, which would decide on the rate structure and other parameters of the levy so that the Parliament does not have to be approached every time a change is needed, she added.

Panjab University (PU), Chandigarh would host two days Civil Rights Film Festival on the February 13 to 14 at the PU, USOL Auditorium (4th floor). The Festival is being organised by the American Centre in collaboration with University School of Open Learning (USOL), PU and Cinedarbaar.

PU Vice Chancellor Prof. Arun Kumar Grover today released the official posters at the PU Campus. The festival would show five films that brings stories of civil rights heroes and their fight for justice. 

The entry to the festival is free for the students and open for general public. The students and general public are invited to explore the dramas, docu-fictions and take away the knowledge about the black history month by attending the interactive sessions. 

The theme of the festival brings forth the observance of Black History month which is an annual celebration of achievements by black Americans. Black History month owes its origins to Carter G. Woodsen, who had started the celebration of Negro History week in February since it coincided with birthday of Abraham Lincoln and Frederick Douglass (Social reformer).

The first show is on February 13 at 11 AM opening with the movie “Rosa Parks Story” by Julie Dash which shares experiences of the life of Rosa Park and her actions in civil rights. The second show will be at 2 PM showing “Beloved” starring Oprah Winfrey, Danny Glover, Yadda Beener based on a book by Toni Morrison.

The second day of the festival i.e. February 14 will show films like “Talk to Me” which is a biographical film about a radio personality Petey Greene who was also a community activist in the 1960s. The festival comes to an end with two contemporary films- “42” a biographical sports film about baseball player Jackie Robinson who became the first African- American Player. The closing film of the festival is marked by the filming of the historical drama and a critically acclaimed film “12 years of Slave” directed by Steven Mc Queen.

The festival will discuss the history, contemporary issues through sessions organized before and after the film screening. Exciting prizes will be given to the participant of the Quiz on civil rights and black history month based on the films screened for the audience during the film festival.

Three day Entrepreneurship Summit UDYAMI 2015 started at Panjab University (PU), Chandigarh today.

PGI, Director, Dr. Yogesh Chawla was the Chief Guest and PU Vice Chancellor, Prof Arun Kumar Grover presided over the inaugural function at the main Law Auditorium at PU Campus.

The three day summit is being organised in order to encourage and promote entrepreneurship among the youth. The summit is being organized by EDC-UIET. The main focus of the UDYAMI 2015 is on issues like E-commerce, Stock market, job v/s entrepreneurship, Seed funding and Angel investors.

On the inaugural day, PU, Vice Chancellor (VC) Prof Arun Kumar Grover presented the keynote address. He discussed with the audience how such events can lead to skill development and gave emphasis to vocational training programmes.

PGI Director, Dr. Yogesh Chawla gave an overwhelming speech on how the young innovators can lead the world to new horizons. He gave many examples of young engineers and doctors in India, who have brought dramatic change and contributed significantly. They can be the role models for others.

Director Quark India, Sofi Zahoor, International Rotary Head, Peter Shaju and MD, Reh Ce Be Enterprises Pvt. Ltd, Salil Chopra motivated the students through their motivational talks. They also had interactive sessions with the audience. They discussed with the young minds as to how every individual can discover the entrepreneur inside of them.

The key is to success being hard work, determination, the right attitude towards their talent and a knack at working skillfully as a team, they said. They all shared their success stories with the people present there. While Mr. Peter Shaju believed in gaining the root knowledge first before venturing into their personal business. Mr. Sofi Zahur emphasized on the survival of the fastest. Mr. Salil Chopra gave the idea that one must believe in order to achieve.

In the Webinar that followed in the UICET, Mr. Avi Jain, founder of Zupiterg, talked about e-commerce and its scope in the market today.  Later, at the Law Auditorium, two discussions followed by Mr. Chander Prakash Vohra and Mr. Abhijeet Barse. Mr. C.P. Vohra, who is a Padmashree and Arjuna Awardee also known as the Tiger of geology, gave an inspiring speech on how one can bring out the best in oneself. Mr. Abhijeet Barse, the founder of Slum Soccer, on the other hand, talked about Social Entrepreneurship.

A Panel Discussion began at afternoon in which Mr. Sukhmeet Singh, Joint director of ISB Mohali, Mr. Abhishek Upadhyaya, founder and CEO, Step Up Placements and Mr.  Pramod Lamba, HR Director, Mahindra and Mahindra had a talk on ‘Path to entrepreneurial Success’ under the moderator Mr. Adwait Date, founder of Global Success Foundation.

Besides the talks and panel discussion, the participants also took part in the competitions with ‘Crowdothon’, which is a three day competition about collecting virtual money through networking.

‘Get Them All’, another competition, to check how efficiently the participants could use their social network to promote Udyami also started, it will go on for the rest of the two days of the summit.

In ‘Bid Your Own Company’, the participants had to bid for professionals for their company. The round 1 of this event was a quiz and the round 2 included the bidding. The results for the competition will be announced on the last day of the summit.

Panjab University (PU), Chandigarh is all set to host the 6th Panjab University Rose Festival from February 6. 

Studded with 275 rose beds and 3,490 rose plants, PU Rose Garden is ready to welcome the visitors and rose lovers. 24 new Rose varieties have been added this year. It is mention worthy that PU Rose Garden has been adjudged as the Best Garden of the Tri-City for the last five consecutively.

PU Vice Chancellor Prof. Arun Kumar Grover would inaugurate the Rose Festival. PU Rose Festival will be three days event. ‘Swachh Bharat Abhiyan’ is the theme of the festival this year. The festival would have many competitions, which are open for the public and the students.

On Friday, the students of University Institute of Fashion Technology (UIFT), PU would present Fashion Show at the Old Convocation Ground on the first day of the festival. Rock Band “Pratayaksh“ and the Department of Indian Theatre, PU would present their performance and play respectively in the friday evening.

The students of Guru Teg Bahadur Public School, Sector-15, Chandigarh, Ankur School, Sector-14, PU Chandigarh, Sant Waryam Singh Public School, Ratwara Sahib and Guru Gobind Singh Vidya Mandir, Ratwara Sahib would perform cultural events on the inauguration function.
